Operational Implementation
Operational implementationis the process of bringing complex plans to reality. By ensuring each organization with a stake participates in the implementation process, ISI creates the proactive stance necessary for the successful integration of new technologies into daily life.

The FAA’s WAAS was commissioned in 2003 and is currently being used for aviation. On our GPSTAC contract, ISI participated in the design and acquisition and commissioning of the system, and continues to support a number of the products and services that result from its use.

ISI also supports LAAS with operational implementation activities. Although LAAS is currently in the research and development phase, ISI is helping the FAA ensure a sound acquisition approach for LAAS when the time comes, by investigating operational concepts now. ISI personnel:
  • Work with airlines to understand their requirements and desires for LAAS
  • Work with industry to evaluate the technical feasibility of implementing the desired requirements
  • Support FAA’s Aviation System Standards (AVN) organization in developing prototype instrument flight procedures for use with LAAS
  • Develop flight tests and data collection plans for the LAAS prototype in Memphis
  • Validate operational concepts
  • Work with air traffic controllers to get buy-in on the FAA’s plans for LAAS
  • Support the non-Federal regulatory approval process for LAAS
  • Provide integral support to the international GBAS working group on behalf of the FAA
Additionally, ISI personnel produce a variety of supporting materials including implementation plans, test plans, concept of operation plans, and briefings.

On our GPS & RNP contract, ISI personnel develop TERPS criteria for procedure development, manage and track the development of new LPV procedures, and provide operational research and analysis in new aviation concepts for the FAA.
